Plaint of 96 Chinese living at the top of the hill
in the employ of the Germans.
Petitioners came to Samoa at the invitation
of the Germans on the understanding that it was a
week's voyage from China and a mild climate, the
work not hard, and after 3 years liberty to find
other employmente would be given. Now petitioners
find that the contract only serves to entice people
to come and they are treated as X
